Monitoring and enforcement of the new sulphur limit falls to governments and national authorities of Member States that are parties to MARPOL Annex VI. Flag states and port states also have responsibilities to enforce compliance.

In addition to Marine Environment Protection Committee obligations, the EU Directive 2016/802 obliges Member States to carry out annual inspections on a minimum of 10% of all ships calling in the Member State ports. The verification of documents must be completed by sampling to determine the sulphur content of marine fuels, with a frequency ranging from 30% to 40% depending on whether the Member State is outside or inside Sulphur Emission Control Areas (SECA).
